Perhaps Verra was summonable, once? It's been a very very long time since I read Brokedown Palace, but I seem to have a vague memory of her being summoned there? It is mentioned somewhere, that there's one place she can't appear, so maybe she was summoned there, 'killed' and so hence her title?
