I've always interpreted that conversation to mean that the Serioli invented
Morganti weapons to eliminate war amongst themselves (Serioli vs. Serioli).
Then along comes the enterprising Dragaeran, who doesn't see the weapon as a
deterrent, but rather a symbol of power. I can see a Dragaeran walking into a
Serioli armory and saying, "Hmm. Kills the soul, as seen on TV. Great idea.
I'll take ten." I mean, not only are Morganti weapons powerful in the
practical sense, as symbols of power, two Dragonlords could conceivably go to
war over a stash of them... hey, wait a minute...
