Excellent question!

My own answer is: anyone who cares enough to argue about it.

No, there will be no guidelines--just a lot of us doing what we've been 
doing: arguing each case on its merits.  All of which will, at best, 
accomplish little, but *might* accomplish something.

Oh--and improving education of basic language skills would help some, I think.

That's pretty close.  But I expect them to feel the same way about the 
changes I like that they don't, and to argue with me about them.   :-)
