According to my memory from _Issola_, a demon does not *require* a master, 
a demon *can* be controlled.   (Hmm...I think it was _Issola_)

Anyway, my recollection of the exchange, paraphrased is [1]:

Sethra: The difference between a demon and a god is that a demon can
be controlled.
Vlad: I don't know any demons, unless a certain Jhereg that goes by that name
means it more literally than I think.
Sethra: Yes you do, the Necromancer, although I don't recommend you
try to control her, she's liable to take it wrong.

My take on this is there is a big difference between CAN and MUST
when it comes to demons.
