Not necessarily that she thinks Grita is dead, but that she treats her as such: perhaps not just as a half-breed, but for her rebellion against the Empire and the way that Greycat used her (Grita) against her (Sennya) and turned her against her. It reminds me of the way that some orthodox Jews mourn as dead a child who has converted to another religion.
