Except that Verra is not Dragaeran or "Easterner".  She's not human, in both senses of the word (at least that was my impression). 

_however_.  Just because Verra isn't "human" (either kind), that doesn't mean she couldn't shape-shift into a Dragaeran form, for Adron's sake. :)

You know...we don't know much about the nature of the relationship there between Adron and Verra.
