I don't *think* we had any indication, that early in the series, that there ever had been Dragaerans (in racial terms, not Empire terms) with bloodlines outside the seventeen Houses. I'm not counting the islanders in this because they could easily be fitted in as crossbreeds, whose ancestors had - either left the Empire after its formation - or left the mainland before the Empire was created, and who had interbred - without regard for the House-purity rules of a society and Empire they weren't part of - and under the pressure of an initially small population, with correspondingly limited choices of potential mates.
