I agree with Andrew. Kragar has more of a natural ability to "blend in". Even when one would think he would desire to be noticed he isn't. How many time has it been written that he is sitting in Vlads office and Vlad calls him and he says something to the effect of "uh, Boss? Emmm, I'm right in front of you." This isn't stealth, it's the effect of being a person that's passed by.
