Dragaera

Half-breed citizenship

There can be only one.  The phoenix lays one egg, torches itself, then
is reborn from the egg.  Ok, not in Dragaera - or maybe there is really
only one "phoenix-flyby-blessed-Phoenix" at a time and the House just
covers this up.
