Cross-empire teleport seems to be fairly rare, and it's not at all clear if the empire is wide enough for more than a few hours difference to occur. People might just get the attitude that dawn happens earlier in some places than others, much as summer days are longer in Seattle than San Diego. In fact, in a teleport-based society, they're likely to lose all large-scale sense of geography. If it's more than a few minutes walk, it's teleport-based.
