Well, I was introduced to this series because I was going through a phase in 3rd grade where I was really interested in dragons.  My Mom bought me Orca for Christmas thinking that’s what it was about.  (Says something about her that she didn't read the summary.)  So the covers work and they resemble dragons.  It passes the test because I was happy with the book.  My opinion is covers are good if they get people to look at or buy the book.  It would be nice if fans liked them too, but as far as the publisher is concerned it doesn’t matter.  Sadly, looking at the Sethra Lavode cover, it doesn’t even seem to be a great cover based on these qualifications.
