"They seem to be of no one House" *probably* means "the group is made up of individuals who are of different Houses", yet it could also imply that some of those *individuals* are of mixed House. However, you will note that this piece of intelligence is being reported by Sergeant, a guard, who might well be expected to notice, and stress in his report, the presence of members of the more martial of the Houses, given that they may be more of a threat.
