I was rereading Yendi again and on pg133-134 (at least of my copy) Vlad comments that the Jhereg will hardly ever "work" on anyone who isn't Jhereg unless someone is threatening to go to the Empire or it's done as a special favor, set up by a Jhereg for a friend of another House.
