I thought it was Vlad's describing the events. Remember, at the end of _Taltos_ Vlad says that he's met Morrolan a few times after the end of their journey and that he and Aliera are all right. So it's been at least a few weeks or more since he finished his journey that he tells about it. This should be long enough for Aliera to appear and cause the commotion that Vlad later mentions but never fully describes and his part in it. Depending on what happens when Aliera is recognized by the Empress Vlad might be known to some people as one of her friends or allies (did Vlad spend time in jail at this point?) or someone interested in Aliera's reappearance could find out about him. Well, it's unremarkable by the time he narrates _Dragon_ which is much further along still.
