   The Lyorn Heir in PotD says he's seen nothing
indicating the Cycle had changed.  Dragaera City
dissolving into chaos seems like a good enough
indication to me but I guess I would have been wrong. 
Since the Emperor died but the cycle hadn't
necessarily turned there can be multiple ones per
reign.  Since it was possibly the Dragon's turn there
don't need to be two Phoenix Emperors per cycle to be
decadent and reborn.

   If the Cycle requires only one Emperor per reign
and there is a minimum and maximum time limit then the
conspiritors would have to be pretty stupid to try
something against an Emperor ninety years into his
reign.
