Since Khaavren was told to "think of something" by Uttrik e'Lanya, who
was a Dragon, his reply (which he did not actually say) was "You are
a Dragon; kill someone." 

What he actually did was to speak to Tazendra; reminding her that Dzur
do not take shit from anyone, and that she should therefore not be
restrained by "fashion" from taking a lackey (Mica).
