I think the point was that news was going to get out regardless of what the Jhereg did. The plan was to make sure by the time anyone found out, Mellar would be pondering his fate in the belly of a Morganti Dagger with a clear implication that anyone who followed after would be dead before they could do anything with it. I always assumed it wouldn't be any more difficult to rob the Jhereg Treasury than say the Dragon or Athrya, and it is merely the threat of Morganti death, or the fact that most thieves are working for the Jhereg rather than against them, which makes that treasury normally inviolate.
