The only way I can see Pel leaving such an influential post would be to
take up a better one.  E.g., Yendi Heir.  Although the Y are so far along
in the cycle that he would have little chance at the Orb.

Note that according to the mininmum reign length theory, Zerika could
retire after 289 years, which is about 40 years past _Issola_ according
to Alexx (though he has Paarfi writing later in Z's reign than that).
So possibly he stepped aside to better resume the post under Norathar.
Perhaps the PM didn't have that much to do, or Pel found it better to work
farther behind the scenes.  Or perhaps he's decided to replace Trinagore
and is studying under Sethra.
