All of these statements are, at best, unproven.  Paarfi writes Barlen (a god)
saying that "it is part of the fundamental nature of the universe" (PotD 193).
I also seem to recall the gods acting in a way that suggests that they do not
have any direct control over the Cycle (though I don't recall offhand if all
such scenes came through Paarfi or not).  

I'll admit that is sure *looks* like a construct.  But that's hardly proof.
And even if it is a construct, we don't know who built it.

Do you have any evidence for this rather extreme assertion?  As far as I
can recall, no character has ever made such a claim.  It's possible that
Kelly believes this, but I don't think we ever hear him say as much.
