Those are two different questions. The Demon is probably more interested in how to use Vlad than afraid of being killed by him. The council though might be less skilled as he is. The Demon should look at Vlad as a potential tool. A very dangerous tool, but potentially a very valuable tool. We don't know The Demon's long term goals, but I suspect they might be bigger than "keep the crime syndicates going". He only gives up a powerful tool if he doesn't see that he has a choice - if the danger is high and the payback small. Maybe he underestimated Vlad's value - but the GW will cause him to reevaluate. We have seen evidence of Dragaerans hoarding such tools with long term agendas.
