We have seen quite a few characters being persuaded that their goals are congruent with someone else's goals that they are willing to work with them. It may be for the opportunity for revenge. It may be for the opportunity for power. It could be because of friendship. It could be because a favor was owed. Put Vlad in your debt. Find out what Vlad's interests are. Where his interests and yours coincide, remove barriers from him, and give him opportunities to achieve. Trouble is Cawti doesn't appear to be one of those congruent interests.
