Hm.  No.  There's too much of what looked to me like dissembling,
plotting, and scheming purely for its own sake that just says
"Yendi" to me.  I'm not sure where you get Dzur or Athyra from at
all.  They aren't particularly heroic or intellectual, after all.
And Yendis are kinda like evil Issola anyways - all the courtesy
serving the multiple (very often nasty) surprises.

Although you did leave out one House which might well fit:  (very)
decadent Phoenixes.
