Remarks to this effect are made in Issola. The word Lavode means "adaptable" as I recall, and that is what Vlad is. The Lavodes original intent was to confront threats to the Empire that could not be faced with traditional means (Jenoine, irritated Dragonlords wielding Pre-Empire sorcery). Given what we know of Vlads history (including the history of his soul) this may show why Sethra had an interest in him from the beginning. As Sethra, in her position as a guardian of the Dragearan plane of existence, she could have been contacted by the gods that Dolivars soul was to be reincarnated (or perhaps she requested it from them?). Then as Keira, she observes him from a young age, trains him, and sets his path in life into the "active" side of the Jehreg for additional training. After a while, she introduces him to Morrollen, and begins testing him with greater challenges. If she has the assistance of Verra, it makes sense. The question is, if my theory is accurate, what would Vlad do if he finds out?
