Desert?  I thought in Vegas you were supposed to use as much water
as you wanted for any purpose.  Irrigating a cow pasture so your
dog can have something to herd seems like par for the course (NPI).

My niece recently got a border collie, and I'm told it ignores sheep
but herds her and her family.  It also herds ants.
