Also, there may be a Dragaeran empire, but that hardly means that there is a
single Dragaeran culture.   Or language.   The history of the town on the
ford indicates quite to the contrary.

Vlad's experience in running illustrates how the gulfs between the townsfolk
and their neighboring towns, and even more - to the ranks of the nobility
were large.
