I could speculate that the Iorich would disdain a close inspection of a Jhereg matter and hence allowed Vlad to dance, but then again they probably spend a lot of time inspecting Jhereg matters. Note that "I was ordered to testify `Under the Orb,' with the Empress there to observe," is rather an odd formulation - could someone testify beneath the orb _without_ the Empress present?
