Fair enough - but Sethra hardly knows Iorich justiciars.  So S->Z->I_j.
Or perhaps through Pel, which would be interesting.

I could speculate that the Iorich would disdain a close inspection of a
Jhereg matter and hence allowed Vlad to dance, but then again they
probably spend a lot of time inspecting Jhereg matters.


Note that "I was ordered to testify `Under the Orb,' with the Empress
there to observe," is rather an odd formulation - could someone testify
beneath the orb _without_ the Empress present?
