In Orca when Vlad and Kiera are talking about the Dragon-Jhereg War Vlad explains how Sethra stymied the Jhereg, who were assassinating all the Dragon leaders: She simply declared herself to be in charge and sat at Dzur Mountain. When the Jhereg sent assassins after her she simply destroyed them. Now, maybe it's an open question about whether or not the Jhereg knew about Iceflame during the Dragon-Jhereg War, or maybe they've learned their lesson now, but it would seem that the Jhereg have been willing to target the holder of a Great Weapon before.
