More importantly, it sets up a very difficult barrier task.  IF 
you want to rat out the Jhereg, you can get away with it IF AND 
ONLY IF you are the wielder of a Great Weapon.  Anyone who plans 
to rat out the Jhereg will begin their quest by seeking a Great 
Weapon.  This quest will likely kill them, or end in failure.  I 
think the Jhereg could live with that precedent.
