I've no real clue, except I think he's more an aid or maybe a peer than a mentor. E.g. we see Tukko controlling some defenses in Dzur Mountain, but Sethra is absent at the time; if Tukko were really in charge it would be *him* and not Sethra who couldn't leave Dzur Mountain when the Jenoine were attacking (Taltos). Just like the Necromancer is better than Verra at some things, Tukko is more familiar with certain prophecies than Sethra is. So why does he play the servant? I don't really have any more idea than you about that, except to ask: if I were 200,000 years old, how would I choose to spend my time? And I have no real answer to that question.
