ahhh, i just read this last night in yendi. or re-read it. for the third or
forth time... ( i swear i don't understand why steve doesn't like the book - it
doesn't break any new ground or anything, but it's such a good read) in the
very last portion of yendi where vlad brings cawti to meet noish-pa he mentions
there are two ways to become a citizen. you can buy a title in the jhereg or
move to the country and become teckla.

I believe this is mentioned in one of the Vladiad as well, but the reference
escapes me. One of the later ones in the timeline I think.
