Or perhaps the presence of all that raw Amorphia right nearby causes a 
weakness in whatever it is that keeps her from appearing on Dragaera?

I just keep thinking about the beginning of "Phoenix", where Verra has to 
influence Vlad to call her name, then BRINGS HIM to her halls, rather than 
simply appearing in Adrilankha.

Of course, if I were a god, I probably wouldn't want to spend much time in 
the Easterner's Ghetto, either. :-)

At the very least, we know that Verra has influence on events that occur 
on Dragaera. (The very existance of Morrolan's Window is direct evidence 
of this). Whether or not the window being there is enough to permit 
manifestation in a place from whence she has been expelled is another 
question, however. (Not that I'm saying she can't, just that we have no 
evidence either way, really.)
