As long as we're speculating, it's not impossible that Vlad *knows* Kragar's true background (if there is one) and simply keeps mum about it. The closest he comes to revealing knowledge of Kiera's background is the comment in Issola about "I was aiming for Third Floor Relic," which is very oblique. Even Kiera has to question him quite pointedly to get him to admit to knowing. All I'm saying is that even if Vlad did know Kragar's background there's no particular way we the readers could know about it, that I can think of.
