Solutions:

1. Use explosives to make a series of moats and canals to redirect the
water.

2. Set of a large thermo nuclear device in the middle of the gulf. The
vaporization of the water will drop the water level until the levees are the
correct height.

3. When the politicians deny the funding needed to improve the levees, Place
a small amount of plastic explosive under the seat of their car. Detonate
when said politician enters the car. Repeat as needed, until one gets the
point.
