If Sethra is a vampire, she's not one in the classical Bram Stoker sense. She appears to be a unique individual, and her age as given is so great as to transcend humanity from either Eastern or Dragaeran view. There's no evidence of her preying on others for her sustenance (and being undead, one wonders what her actual needs are, anyway?), either, just the mention that she normally doesn't eat.
