In the example I am sure you are thinking of, we don't know if that's a sorcerous disguise, a non-magical disguise, or a genuine shapeshift (or as was suggested, a different body). I don't think we've directly seen her kill someone just for getting near her, either. There's Quion, but we don't know who offed Quion. It might even have been Tukko. I bet Sethra starts a lot of those rumors herself.
