(Or My Fair Lady, where Freddy of the movie later became Sherlock Holmes). He was just speculating the way we do. What is interesting about the Dragaeran universe is that Steve has created various levels of authority. We know that his characters aren't always interested in complete accuracy - even his 1st person characters. But that's true in real life, and we can sometimes evaluate which statements are more likely to be true within the context of the novels.
