Come to think of it, hasn't Vlad been to an upscale part of town in order to meet someone fairly high up in the Jhereg? Once a Jhereg has risen high enough, he can afford to live whereever he wants, but he would still maintain his contacts with the lower-class Jhereg, if only so they pay him. Deals could be made with the higher-ups, and then passed down the social chain to actually be implemented.
