Vlad goes on to say (later) that in a day or two he'll be able to take off the black stone and start healing himself. (Which we've seen him do a few times using witchcraft.) So... I would conclude that the black stone does, indeed, block the use of witchcraft, not just psionics. (Which explains why he couldn't use it while on Greenaere, during /Phoenix/). Majikjon
