Well, I meant he didn't mention it to Savn when he was implying (after 
he'd recovered from the fever) that the herbs and chanting resembled 
witchcraft.

Vlad goes on to say (later) that in a day or two he'll be able to take off 
the black stone and start healing himself. (Which we've seen him do a few 
times using witchcraft.) So... I would conclude that the black stone does, 
indeed, block the use of witchcraft, not just psionics. (Which explains 
why he couldn't use it while on Greenaere, during /Phoenix/).
