But I'll give you another picture: low-level stuff happens in the brain. Some of it gets reported to the high-level 'self' system, which then thinks it's responsible for it all. It may often be wrong, but the self-system which really is monitoring a bunch of stuff does seem to be able to exert influence on low-level processes, which is pretty close to making decisions.
