If you think of the Orb as a very very very powerful computer, it could
easily be more complicated.  You could have "authorized and normal
users"  and then "users that are authorized to add normal users" and
since Zerika would be the equivalent of "superuser" she is able to add
either normal users, or users that are authorized to add normal users.
By the same token, she could instruct the Orb to only allow select
people initially, or in particular, Sethra.   (Although, that would
raise some interesting questions about how well sorcerors "rebel"....if
Emperor can turn off their access to the orb....perhaps a sign the cycle
has turned is if the Emperor suddenly loses "superuser" access.

Short version: Given that the Orb is a magical device (or artifact, if
you prefer) of incredible power and sophistication, it's easy to imagine
it having any level of complexity when it comes to how it works.

Another method, there may be a "ritual" that imprints new "nobility" or,
a ritual that adds your DNA-sequence to the orb's list of authorized
users (which would make it easy for descendants to keep the access their
ancestors had. :)
