I tend to doubt this.  Mainly due to the vial.  Why would Verra give
Kiera the vial, or even know Kiera?  Most likely she didn't want to
appear to Vlad herself[1].  So she gave it to Sethra, a non-God(dess)
she knows who should be able to track down Vlad.  But likewise, Sethra
didn't want to appear as herself, so she gave to vial to Vlad as Kiera,
someone he already knew.  So I'm figuring SB was already thinknig about
Sethra being Kiera when he had Kiera give Vlad the vial.

As for Sethra leaving Dzur Mountain.. assuming she was recouping from a
Jenoine attack, it wouldn't take much of Sethra's powers to hop out and
have some brandy, and still be able to do just about anything Kiera
could possibly do.  However, Sethra is someone who tends to draw a lot
of attention and at times, fire power.  And perhaps she wouldn't have
been able to handle 50 Dzur-lords rushing her at once in her condition
at the time.

Then there's the simple answer of she needed to test Vlad by sending him
after the staff, so she BSed why she couldn't go because she knew she
couldn't go to the Paths.
