Vlad and Morganti weapons (was: Re: Concerning Great Weapons & Baritt (spoilers for POTD))

We also know that Vlad is extremely sensitive to the "aura" of Morganti 
weapons.  (hence, Daymar's first appearance).

My question is:

How unusual is this?  1 in 3 average folk?  1 in 10?  Only 
witches/assassins/sorcerers?

And if it is indeed very rare (or perhaps unique), anyone care to speculate 
on the implications?
