Good point.  But perhaps the Paths (or at least, the local reincarnation
effect) preceeds the Jenoine/the gods and their manipulation of humans
into Easterners and Dragaerans.  After all, there are at least three
reliable facilities which we see on Dragaera but which we don't see
around here -- modern Dragaeran sorcery, Eastern witchcraft, and
pre-Empire sorcery.
