The Dragaerans act as if all souls except those consumed by Morganti weapons go for re-incarnation, whether or not the bodies themselves go over the falls. If there's not something segregating Dragearan souls from Earth souls, there ought to be some folks born on Earth with interesting (fantasy) past lives. You know, that would make an interesting plot for a Vlad story. Tell the story of someone who encountered Vlad and is now re-incarnated on a wildly-distant future Earth.
