That struck me as inconsistent. Lazarus already posted a bit on this, but I'll add another. During the Interregnum, Tazendra has been learning Orb-less sorcery from Sethra Lavode. Presumably this has greatly increased her own skill and power. Thus this time when she pulled on the Orb with the same effort as she used pre-training, he was pulling a lot harder -- and got a helluva lot more from it. Oidwa, on the other hand, was probably quite out of practice, and was pulling so weakly that she only got results because the Orb was more powerful.
