Gambling's legal too, but the Jhereg still run it. I seem to recall in one of the books (Dragon?) that Vlad mentions that gambling's taxable, but that the Jhereg bribe the Pheonix guards to look the other way. I would imagine that it's the same way with prostitution. As a side note, the organization probably leaves a few brothels "legit" in order to have an explaination where their income comes from, and also as a place to launder money. In other words, what they're doing is taking a legal and heavily taxed business and turning it into a taxless and thus illegal business. The Jhereg seem to be most interested in those businesses which the Empire has passed laws against, as those seem to have the best rates of return.
