Even if Steven meant the Dzur Tribe, there is other evidence in
_Yendi_.  IIRC, while Sethra is talking about the Dragon Council
choosing Norathar's parents as heir, she talks as if she were there and
part of the Dragon Council.  Not much is really mentioned about that
Council, but I think it can be assumed that one would have to be a
Dragon to be part of it.

But to play the devil's advocate, Sethra could have special dispensation
to be a special member of the Dragon Council due solely to her being
Sethra.
