'Round here, you can end up in jail for not paying your tickets.  Of 
course, if speeding isn't a crime, then there isn't any possibility of 
entrapment.  I'm not sure you're right about it not being a crime, 
though.  It's not a felony (usually), but it's not speed limits are not 
just regulations, if I understand correctly.
