I don't think that Devera showing up as a dragon violates Steven's statements about noone being anyone else. As I recall, Vlad is admonished in _Taltos_ by Devera not to tell her mom (Aliera) about her. He then goes on to say "I met your daughter". I presume it's a well known fact by _Issola_, even if she isn't born.
