Well, considering the gods have debates between themselves on the nature of where the Paths of the Dead lie in relation to the Halls and Dragaera, I can easily see them having a debate over where souls come from. Given that, the metaphysics of Dragaera may be beyond the god's ken....:) We know the gods sift souls, we've not been told if they know any more about them than necromancers and Athyra wizards. I wouldn't put it past 'em to use the souls, but not know much about them.
